Provider Notice Regarding COVID-19

Dear Child Care Providers,

As we continue to navigate through this unprecedented time in our country we wanted to express our deepest gratitude to those that are remaining open for the children and families in our community.  Your continued support is appreciated.  For those that have made the difficult decision to close your doors, we know that you did not take that action lightly and look forward to seeing you again soon.  As a reminder, you are required to report your closure to Child Care Licensing (CCL) and we are asking that all providers report closures to Child Care Management Services (CCMS) as well.

In light of the hardships COVID-19 has placed on providers to maintain their businesses, the Texas Workforce Commission (TWC) has approved a few rule changes.  These changes include:

  • Effective March 1, 2020, children may accrue absences without impacting ongoing eligibility for services or provider reimbursements. TWC will continue to monitor the COVID-19 situation and make a future determination on when this absence policy will conclude. Providers will continue to be paid, if children are absent, or if the provider is temporarily closed due to COVID-19. In the event the CCAA POS machines are unavailable to parents, providers are required to report attendance to the CCMS weekly via email or scanned copies of your attendance log of subsidy children only.  Effective April 1st, all reports are due by COB every Friday.


  • Effective April 1st, Workforce Solutions for Tarrant County is authorized to make supplemental payments to child care programs to cover lost parent share of cost payments. Providers shall not collect any parent fees until further notice.  


  • For children with active child care referrals at a time a child care program closes due to COVID-19, affected child care programs will be reimbursed based on each child’s authorized referral unless the parent requests that care be suspended or that the child care be transferred to a new child care program or workforce area.

*NoteSchool-Age rates will be paid at the blended rate through the end of March. As of April 1st, all school age rates will be paid at the full time rate for facilities that are currently open.


  • Texas Rising Star Providers: Due to CCL emergency rules limiting access to child care programs as well as the rapidly evolving state and local directives, all monitoring and required quarterly CCL screenings are postponed until further notice.


As a reminder, if you are willing and able please consider opening your doors to care for the children of our first responders and essential workers. Please contact the CCMS to report your availability.  Supporting Tarrant County families is our top priority.


The CCMS will remain open and continue operations as usual until further notice.  If you have questions or need to address additional concerns, the staff is available to help.
